Social security is the state system of maintenance people which are unable to work. The term "social security" in various countries has a different interpretation.

For example, in the U.S. the term refers to old age pensions; in the UK it includes all cash benefits plus the cost of health care. The main areas of creating a new social security system are: the formation of social support systems (programs to help citizens who find themselves in a difficult social situation in the failure to have an income above the subsistence level or the national poverty line); provision of targeted social assistance (implementation of social protection for those in difficult social situations and are not eligible for social insurance funds); the provision of minimum social guarantees to all citizens (Government guarantees for certain types of social services and minimum social benefits regardless of the degree of participation in productive activities); social sector development (reforming industries and institutions, provide social needs - education, health and social services); a new mechanism of financial maintenance of the social sector (expansion of financial resources and improving the efficiency of their use), etc.

Until 1930, this approach has prevailed in America, and the federal government didn’t provide any assistance to the poor and needy people.
